This is what happens when you have officials spending money that isn’t theirs on over budgeted programs of dubious value.  We have the same thing here locally. Huge expensive schools just have to be built with all the bells and whistles. Then a shock sets in when its found the schools must have maintenance 24/7/365.  Then officials want to pass a new levy to fund this.  So far here locally it seems the officials have pumped the well dry, as they levies have been defeated at the polls by a wide margin. Now the gnashing teeth, wailing, and wringing of hands by officials has begun.  The ‘magic word children’ has been bandied about, however it seems the magic word has lost its magic.
