Cops all over the world are under pressure to ‘arrest someone’ and clear the books.  And cops are surrounded day after day by criminals who have mountains of cash and flaunt that cash.  Ya can’t be human and not want some of that cash.  Then there is the ‘us against the world mentality’ that most cops have.  Most cops view anyone who isn’t a cop as just another uncaught miscreant.  Most non-cops view cops as those who are out to get them even if they haven’t done anything.  Been this way at least since the days of the Roman Vigils and it doesn’t look like a change is in the offing.
